President-Elect Training Seminar (PETS)
On 16-17 March 2024, 129 incoming District Officers and President-elects gathered at HKMA to attend PETS. At the training, the vision ofIncoming RI President Stephanie A. Urchick was delivered. Incoming District Governor Nigel also shared his focuses and scheduled work.
I believe that incoming District Officers and incoming Club Presidents are ready to Service Above Self after PETS. My best wishes to Incoming District Governor Nigel and his team. With the lead of IDG Nigel, and with the support from incoming District officers, we can work “The Magic of Rotary”.
社長當選人訓練研習會
129名來屆地區職員及來屆社長於3月16-17日齊聚HKMA參加社長當選人訓練研習會，虛心領受來屆國際扶輪社長歐琦珂 ( RIPE Stephanie A. Urchick)為2024-25扶輪年度所定下的目標。來屆地區總監羅承益亦分享來年的焦點工作及活動時間表。
我深信與會者在社長當選人訓練研習會後已作好「超我服務」的萬全準備。祝願來屆地區總監羅承益與他的團隊一切順利，在未來總監的領導和地區團隊的協助下，3450地區定能實踐「神奇扶輪」的理念。
9th JPM
Over 60 District Officers and Club Presidents joined the 9th JPM at Regal Hong Kong Hotel on 12 March 2024. All Club Presidents were excited to lead their Clubs for the last three and half months in Rotary Year 2023-24.
One breaking news: 32 Rotary Clubs of our District have become Peacebuilder Club, committing to promote Positive Peace within the District and the society.
That night, participating DOs and Presidents took an opportunity to practice the dance for the coming District Conference. I can’t wait to watch their performance at the DG Banquet on 18 May 2024.
第九次聯合社長月度會議
2024年3月12日假座富豪香港酒店舉辦第九次聯合社長月度會議，吸引逾60名地區職員和社長參加。與會社長滿腔熱忱，期待於本扶輪年度餘下的三個半月繼續帶領扶輪社回饋社會。
本人欣然宣佈，我們3450地區合共32個扶輪社成為和平建設扶輪社，致力於地區以至社區促進和平。
此外，與會者當晚亦把握機會，為即將舉行的地區年會練習舞步。看到各位認真練習，令我更期待各位於5月18日地區總監晚宴上的表演。
The Citation for Meritorious Service (CMS)
The Citation for Meritorious Service recognized individual Rotarians who have demonstrated outstanding active service to The Rotary Foundation for more than one year.
Every year, each District can only nominate one Rotarian for this award, This Rotary Year, PP Thomas Chan (Rotary Club of Kingspark) was rewarded with The Citation for Meritorious Service. He dedicated 17 years in serving The Rotary Foundation in District 3450. Being awarded with the CMS marks his significant contribution to our District and the community.
扶輪基金功績服務獎
扶輪基金功績服務獎是為表彰在地區扶輪基金會工作超過一年以上而且表現出色的扶輪社社友。
每年，每一個地區只能提名一位卓越社友獲得此獎項。今年此獎項由港京扶輪社前社長陳國輝獲得，其在過去17年來一直參與3450地區的扶輪基金委員會的運作，特此感謝他對地區扶輪基金會及社區的發展作出無私貢獻。
District Governor Visit Cum Area 4 Joint Club Meeting
I had a wonderful time on 22 March 2024 with Rotarians from Area 4 during the DG Visit Cum Area 4 Joint Club Meeting at Regal HK Hotel. I am deeply impressed by their unity and the brilliant service projects such as District Blood Donation projects and Dementia projects. As of March 2024, Rotarians from Area 4 have contributed over US$100,000 to The Rotary Foundation. Our contribution has made a significant difference to other’s lives. Let’s keep it up and continue to Create Hope in the World.
地區總監探訪暨第四區域聯社會議
3月22日是地區總監探訪暨第四區域聯社會議，我與第四區域社友於富豪香港酒店共聚。他們的團結、出色的服務項目令人印象深刻。提到第四區域的服務項目，要數地區捐血服務及認知障礙症服務的成績尤為亮眼。截至2024年3月，第四區域的社友已合共捐獻逾100,000美金予扶輪基金會。我們的捐獻最後皆轉化成改善別人生命的動力，謹此勉勵各位繼續慷慨解囊，為世界創造希望！
New Member Orientation 2024
More than 60 new Rotarians – and Rotarians who feel new – took part in the New Member Orientation 2024 on the 23 March 2024 to give everyone a great start to a great Rotary experience. Thank you District Membership Committee Chair PDG Eric Chin and Event Chair PP Eliza Fan for leading this successful event.
Me and PDG Wilson Cheng, DGE Nigel Lo, DGN Cassy Cheng, CP Alvin Lam, CP Bee Chan, PP Peter Pang and PP Eliza Fan shared their Rotary experience at the panel discussion. We all offered a warm Rotary welcome to everyone and helped them become a fully-fledged Rotarian. Welcome on board!

Fellowship
Over 30 District Officers and Presidents gathered at the ancestral home of President SK Tang from Rotary Club of Homantin Hill on 10 March 2024 to experience the Poon Choi feast culture of walled village.We got the chance to visit the Tang Ancestral Hall, a place where the Tang Clan of Ha Tsuen conducted their ancestral worship, celebrations of traditional festivals, ceremonies and meetings. I am grateful for President SK Tang’s kind arrangement.

三十多名地區職員及社長於2024年3月10日前往何文田山扶輪社社長SK Tang位於元朗廈村的祖屋，體驗圍村的盆菜文化。一行人參觀鄧氏祠堂，鄧氏祠堂乃廈村鄧氏後人進行祭祖、慶祝傳統節慶、進行儀式和舉行會議的地方。 感謝社長SK Tang的安排，加深對香港圍村傳統的認識。

We don’t have to be doctors to save lives. 62 Rotarians and friends took action and gathered at Sze Pang Nien Memorial Headquarters Donor Centre for the Blood Donation ceremony on 9 March 2024. After detailed assessment, 48 out of 62 participants took their 10 minutes to save other’s lives. Other than those who attended the ceremony in person, 202 Rotarians and friends have echoed our calls on donating blood in Hong Kong since July 2023.
I would like to express my gratitude to Health Committee Chair PP Isaac Yip and organizing chair PP German Hui for organizing the life-saving campaign. Thank you to all Rotarians and friends for supporting the Blood Donation Day. One blood donation can save up to 3 lives.
香港
不一定醫生才能拯救寶貴的生命。62名社友及親友身體力行，於2024年3月9日出席於施彭年紀念總部捐血站舉行的捐血典禮。經過仔細檢查，62名參加者中有48名人士符合捐血資格，即場挽起袖子用10分鐘拯救生命。除當日的與會人士外，自2023年7月起，累計共202名香港社友及親友響應地區的呼籲踴躍捐血救人。
謹此感謝地區健康委員會主席前社長葉沛霖及活動籌委會主席前社長許智明籌備是次捐血活動。感謝所有響應的社友及親友。捐一次血，救三個人！
Macau
A blood donation campaign was also held in Area 1. The blood donation campaign, which was initiated by the Rotary Club of Macau 23 years ago, has now become a joint club event. On that day, 62 out of 79 participants successfully donated blood. This year, the campaign was supported by Macau Health Bureau and Blood Transfusion Center. Special thanks to Nova Mall, Macau for sponsoring the venue.
This is the first time for my wife and I as well as DGE Nigel Lo’s spouse Mrs. Flora Lo to donate blood in Macau. Thank you all generous blood donors for giving the kindest gifts of life to the needy.
澳門
第一區域亦舉行捐血活動。第一區域的捐血活動可追塑至23年前由澳門扶輪社發起的服務項目，迄今已成為第一區域聯社活動。當日79名出席者中有62名成功獻血。今年的活動獲澳門衛生局捐血中心的支持。特別鳴謝澳門星浩廣場提供場地予我們舉行是次活動。
這是我夫婦二人與地區總監當選人羅承益太太Flora首次在澳門參與捐血。感謝所有捐血者，你們的舉動是給有輸血需要的患者最好的禮物。
Dementia Closing Ceremony
After a series of visits and event, Dementia Campaign came to an end on 16 March 2024. On that day, 10 co-hosting Clubs (Area 4) and 21 supporting Clubs joined the sharing session followed by the dementia closing ceremony. The patients’ memory may fade away, but ours won’t. They are still who they are, just hiding underneath. Listen and not reason. We care about the patients, as well as their carers. Thank you for your support and I am looking forward to meeting you again in the future dementia campaign.
認知障礙症活動閉幕典禮
經過一連串的探訪和活動，認知障礙症活動於2024年3月16日告一段落。當日，來自10個協辦扶輪社(第四區域) 和21個支持扶輪社社友出席分享環節，分享他們在是次活動的所得所想，並一同見證該活動的圓滿結束。認知障礙症患者的記憶或許會衰退，但我們並不會忘記。他們仍然是親友所認識的人，只是他們的自我藏得比較深。併棄講理，聆聽為先。我們關心患者，亦關心他們的照顧者。感謝各社友的支持，我十分期待可於將來的認識障礙症服務項目再次與各位相遇。
Vegetarian banquet for the elderly – Rotary Club of Financial Centre
A vegetarian banquet of 77-vegetarian banquet tables was held at the Hong Kong Cruise Terminal Banquet Centre to celebrate the Year of Loong with around 800 elderly people, of which 26 of the elderly people were over 90 years old. Under the singing performance, all elderlies had a wonderful night. This is the eighth year of holding a vegetarian banquet for the elderly. Deeply appreciated the Rotary Club of Hong Kong Financial Center for co-organizing this event with the Rotary Club of Golden Bauhinia and the Rotary Club of Kowloon West.
《為慈最樂》2024龍年敬老素宴 – 香港金融中心扶輪社
香港金融中心扶輪社在香港郵輪碼頭宴會中心筵開77席素菜宴與近800位長者共渡新春，當中有26位已年屆90歲或以上高齡。當晚多位藝人獻唱十多首懐舊金曲，眾人皆盡興而歸。今年已是第八年舉辦敬老素宴，衷心感謝主辦的香港金融中心扶輪社，以及香港金紫荊扶輪社及九龍西區扶輪社的協辦。
Installation of Interact Club of Steward Pooi Kei College
1 March 2024 is the date of re-inauguration of Interact Club of Steward Pooi Kei College. The Interact Club was chartered before with PDG David Harilela and Mr Leung Chun-yin. as the honorable guests. The mother Club lost contact with the Interact Club after operating for several years. This year, with the effort of Principal Mr. Lee Kin Fung, William and Rotarians of the Rotary Club of Shatin, it is confirmed to resume our connection.With the re-inauguration, 57 Interactors joined our Rotary family. I can’t wait to meet them again in different service projects. We can’t bring the future to our youth, but we can build the youth for the future.
香港神託會培基書院扶輪少年服務團交職典禮
2024年3月1日，香港神託會培基書院扶少團重啟。該扶少團曾在前地區總監David Harilela和梁振英先生的見證下成立，惟營運數年後與母社失去聯繫。今年在李建鋒校長和沙田扶輪社社友們的努力下重啟香港神託會培基書院扶少團。隨著扶少團的重啟，57位扶少團團員加入扶輪大家庭。我十分期待於不同的服務項目與他們再次相聚。我們不能籌備青年人的未來，但我們能夠為青年人作好籌備，讓他們足以構建自己的未來。
3×3 Basketball Interact Cup Final
After months of competition for the preliminary round of the first-ever 3×3 Basketball Interact Cup, a total of 16 qualified teams from Hong Kong, Macau and Mongolia gathered at Southorn Stadium in Wan Chai, Hong Kong for the finals on 30 March 2024. Over 200 audience was present to cheer for their teams. This basketball competition does not only encourage students doing more exercise, but also facilitates the interaction of the three regions. I am pleased to announce that Interact Club of School 23 and Interact Club of Zuunmod from Mongolia are our champions for the Overall Men’s final and the Women’s final respectively. Congratulations to all awarding In!
扶少盃三人籃球賽
經過多月的初賽，首屆扶少盃三人籃球賽的決賽於2024年3月30日舉行，來自香港、澳門及蒙古共16隊出線隊伍齊集香港灣仔修頓球場上演連場大戰，比賽吸引逾200名觀眾入場觀賽。是次比賽不但鼓勵同學們多做運動，同時亦促進地區三地的年青人進行互動交流。我欣然宣佈，來自蒙古的兩間扶少中學Interact Club of School 23及Interact Club of Zuunmod分別獲得男女子組全場總冠軍，同時亦恭喜所有得獎的扶少團團友！
Election of District Rotaract Representative 2024-25
The election of District Rotaract Representative 2024-25 was conducted on 3 March 2024. I am glad to announce that President Timmy Lam from Rotaract Club of Hong Kong City North has been elected as the District Rotaract Representativeof RY2024-25. He joined Rotaract Club of The University of Hong Kong in 2016 and became a member of Rotaract Club of Hong Kong City North in 2019. For District Rotaract roles, he was the Executive Officer (EO) in RY 2018-19; the Assistant District Rotaract Representative (ADRR) in RY 2020-21; and the Deputy District Rotaract Representative (DDRR) in RY 2022-23. Let’s provide support to our youth leaders and serve the community together.
2024-25年度地區扶青代表選舉
2024-25扶輪年度的地區扶青代表選舉已於2024年4月3日圓滿結束。來自香港城北扶輪青年服務社社長林卓曦當選2024-25扶輪年度的地區扶青代表。他於2016年加入香港大學扶青社，並於2019年加入香港城北扶青社，其分別於2018-19年、2020-21年及2022-23年擔任扶青社地區行政人員、助理地區扶青代表及副地區扶青代表。不要吝嗇對年青領導的支持，與青年人共同攜手透過服務回饋社會。
7th Secondary School Peer Mediation Competition Final
On 23 March 2024, students gathered at the Justice Place, HKSAR Department of Justice to join the semi-final and final of 7th Secondary School Peer Mediation Competition. The Competition was co-organised by District 3450, Joint Mediation Helpline Office and Academy of Guangdong-Hong Kong-Macao Greater Bay Area Joint Mediation Limited. It was our pleasure to have Paul Lam, Secretary for Justice, to deliver his speech at the competition. Two schools stood out in the semi-final and were chosen to be the finalists. The results:

一眾學生於2024年3月23日齊聚香港特別行政區律政司律政中心，出席第七屆中學朋輩調解比賽的準決賽及決賽。比賽由3450 地區、聯合調解專線辦事處以及粵港澳大灣區聯合調解研究院合辦，活動有幸能邀得律政司司長林定國致辭。兩隊在準決賽中脫穎而出，進入決賽。

Rotary Youth Leadership Awards 2024
The RYLA Training Camp came to an end on 1 April 2024. The theme for the 2023-24 RYLA was HOPE. During the 4-day camp, our RYLAians were guided to discuss leadership skills and to hone those skills through practice. RYLAians were engaged in discussions on District focus such as mental health, DEI and Peace. At the closing ceremony, Dicky Lau, a student from the Interact Club of Yan Chai Hospital Wong Wha San Secondary School (Rotary Club of Star Avenue as the mother club), was awarded with Best RYLArian 2024.
Special thanks to RYLA organizing committee Chair PP Flora Tsang (Rotary Club of Star Avenue) and her team for organizing a very successful RYLA Camp. RYLA emphasizes leadership, citizenship, and personal growth. Do encourage youth around you to join the training. I can’t wait to witness the growth of RYLAians next year.
2024扶輪青年領袖獎
2024扶輪青年領袖訓練營（RYLA)於2024年4月1日圓滿結束。2023-24年度RYLA的主題為「希望」。為期四日的訓練營引導RYLA參加者(RYLAians)探討何謂領導才能，並透過實踐磨練這些技能。RYLAians亦探討精神健康、多元公平共融(DEI)及締造和平等地區焦點。於閉幕典禮上，來自仁濟醫院王華湘中學扶少團（星光大道扶輪社為其母社）的Dicky Lau同學榮獲2024扶輪青年領袖獎。
感謝RYLA籌組委員會星光大道扶輪社前社長曾美梅及她的團隊籌組RYLA，讓活動得已順利進行。RYLA著重領導能力、公民意識和個人成長。請各位社友鼓勵身邊年輕人參加RYLA。 我迫不及待地於明年與新一屆的RYLAians見面，見證他們的成長。
